Founder Profile
Wallace D. Sermons II is a nationally recognized leader in public procurement, government contracting strategy, and enterprise operational transformation. He previously served as Chief Procurement Officer for the State of Maryland, where he led statewide procurement strategy across more than 70 agencies and oversaw a procurement ecosystem exceeding $13 billion in annual spend. In that role, he advanced procurement modernization, strengthened operational performance, and expanded economic opportunity across Maryland’s contracting landscape. He also served as Chair of the Eastern Region for the National Association of State Procurement Officials (NASPO), where he fostered collaboration across member states, convened partners around shared priorities and emerging issues, and worked with fellow regional leaders to advance a unified voice for the procurement profession.
Prior to his state service, Sermons held senior acquisition leadership roles across the federal government, including the U.S. Small Business Administration, U.S. Environmental Protection Agency, U.S. Department of Energy, and U.S. Department of Health and Human Services. At the SBA, he served as a national executive responsible for programs influencing more than $600 billion in federal prime contract spending and over $300 billion in subcontracting assistance programs.
Across both federal and state government, he has advised senior leaders on procurement modernization, acquisition strategy, and operational performance in highly regulated environments, and government contractors, from emerging businesses to multinational corporations on entry strategies and navigating public markets.
Sermons is a veteran of the United States Air Force and Air National Guard and holds a Juris Doctor and a Master of Business Administration.
